BISP Joins Hands with Bill & Melinda Gates Foundation for Poverty Reduction

The Benazir Income Support Program has collaborated with the Bill & Melinda Gates Foundation. This organization works to improve health, education, and poverty worldwide. Therefore, with this collaboration, BISP will be able to bring improvements to its payment system and carry out its welfare programs like Benazir Taleemi Wazaif, Kafalat Program, and Nashonuma Program more efficiently.

Here are the main aims of the collaboration between BISP and Bill & Melinda Gates Foundation:

  • The partnership aims to create a system where payments are secure, fair, and timely. This ensures that the deserving families receive financial help without facing any delays or scams.
  • This collaboration also supports health initiatives like the BISP Nashunuma program, which provides nutrition and care for mothers and babies. Modern techniques will be introduced for pre-natal check-ups, such as AI enabled ultrasounds.
  • Women will be educated about using modern tools to handle their finances. These include the use of smartphones, internet, and mobile banking so that they can easily check their BISP payment status and withdraw payments.

A Transparent & Efficient Payment System

The main aim of the collaboration between BISP and the Bill & Melinda Gates Foundation is to make the payment of BISP funds more transparent and efficient. 

This will lead to the following benefits:

  • Online withdrawal of BISP payments will be more secure and beneficiaries will not face errors or scams.
  •  Registered women will receive their payments in a safer and respectful way instead of waiting in lines for long hours at BISP tehsil offices or payment camps.

Using RAAST Payment System

BISP and Bill & Melinda Gates Foundation collaboration aims at using the RAAST payment system in order to make cash transfers to BISP beneficiaries quicker and more secure.

NOTE: RAAST is a digital payment system launched by the State Bank of Pakistan. It allows instant transfer of payment from the sender to the recipient in a digitally secure manner.

Here are the benefits of using RAAST payment system for BISP cash transfers:

  • Funds are transferred to the beneficiaries immediately, preventing delayed payments.
  • RAAST uses advanced encryption and security protocols. This means that the payment transfers are completely secure and beneficiaries will not face online fraud or scams.
  • RAAST transactions are free. Therefore, beneficiaries will receive the full amount of their payments without any deductions.
  • Since the transaction are made online, this system improves accessibility for everyone regardless of which part of the country they live in.

Overcoming Issues with Fingerprint Verification

BISP payments that are made at a BISP tehsil office require fingerprint verification. However, some issues have been reported with fingerprint authentication, leading to payment delays.

Note: In November 2023, many BISP beneficiaries complained about glitches in the BISP fingerprint verification system. Their fingerprints failed to match and were rejected. As a result, they were denied access to their due payments.

The collaboration between BISP and Bill Gates Foundation overcomes issues with biometric verification through RAAST payments.
